Looks like there are 3 solutions to this issue:
Solution OneEnable the quickreply box in your settings.
To do this go to Profile > Look and Layout preferences and set the quick reply dropdown box to "Show on by default"

The quickreply box is unaffected by the bug from what I can tell.
Solution TwoEnable IE8 "compatibility mode".
Yeah, in IE8 at the top to the right of the address bar you'll see an icon of a torn in half piece of paper. Click on that which will turn on compatability mode and should solve that issue.
This makes your Internet Explorer 8 run in IE7 mode so is proabably less than ideal.
